Adds a local verifier pass to cargo-build-sbf, so programs that call unsupported syscalls fail at build time instead of producing a .so that only breaks on deploy.

tpu-client-next integration for program deploy
Moved the CLI's program-deploy path onto tpu-client-next. Benchmarked over 960 deploys under simulated latency and packet loss; large programs deploy far more reliably on degraded networks.
